Germany’s Wincor Nixdorf will supply point-of-sale software to ChevronTexaco Corporation’s branded service stations through a global agreement. ChevronTexaco has purchased an Enterprise License Agreement for the NAMOS Compact software. NAMOS includes a POS application, the Manager’s Workstation back-store component and the Wet Data Manager. Wincor Nixdorf is the number one supplier of POS systems in Europe. ChevronTexaco conducts business in approximately 180 countries around the world, producing and transporting crude oil and natural gas, and refining, marketing and distributing fuels and other energy products.

Russian AmEx Card to be Launched

Russian Standard Bank has signed an agreement to exclusively issue and market American Express card products in Russia. RSB will issue the first Russian ruble-denominated AmEx cards and can also issue US dollar-denominated AmEx cards. RSB will be responsible for issuing the cards, managing the customer relationships, providing customer service, billing and credit management. RSB has more than seven million loan customers and more than 2.4 million credit cards issued.

Kintera Inc. has launched the Kintera GivingFund. Through the online payment gateway, major donors can directly connect their Donor Advised Fund (DAF) to the nonprofit organization of their choice to immediately request funding a cause. A Prepaid Card Association Takes Shape

TSYS Prepaid yesterday announced it is sponsoring the creation of an industry-wide prepaid card trade association. Anil Aggarwal, CEO of TSYS Prepaid, will lead the establishment and development of the new organization, which will be independent of TSYS Prepaid. TSYS says this organization will quickly become a trusted source of prepaid card subject matter expertise for the industry as well as third-parties, including the media. Some of the objectives of the association will be to create greater awareness of branded prepaid cards and promoting their benefits throughout the value chain; promoting industry-wide standards and best practices; and defining the current market size and viable business cases.

Peppercoin and Ingenico Partner

Peppercoin and Ingenico announced a partnership to offer a complete small payments solution for merchants. The solution lets consumers use cards for small payments in addition to cash, at locations such as vending machines. Additionally, “closed” card networks will now be able to accept debit and credit cards. Ingenico is a provider of secure payment and transaction systems. Peppercoin’s small payment products help merchants, banks, and other payment companies build market adoption quickly and integrates easily with existing business models and systems.

Arizona-based eFunds Corporation has appointed Kay Nichols as senior vice president of Strategy and Marketing for the corporation. Previously, Nichols was global head of transformation outsourcing for financial services markets at IBM, where she was responsible for developing the company’s strategy and solutions. Nichols holds an M.B.A. from the International Management Centre, Europe and a B.Sc. from Bristol University, both in the UK. eFunds offers electronic funds transfer software and processing, risk management and related outsourcing solutions worldwide.

Two-Thirds of Small Businesses Now Use Cards

About 40% of all small business owners use personal credit cards for business expenses. More than 26% use dedicated business cards only. A new study by TowerGroup says that two-thirds of all small business owners use some type of credit card for business expenses. The research firm says that the U.S. small business credit card market is a key growth segment for many bank card issuers. TowerGroup believes that issuers will need to enhance rewards and/or other card features to motivate increased small business acquisition and usage. The report also explores whether the higher spending levels and higher annual balances typically associated with small business cards translates into more revenue from interest and interchange for the issuer.

Paycom’s Antitrust Claims Dismissed

A U.S. District court judge dismissed all claims brought against MasterCard by Paycom Billing Services. Paycom’s primary challenge was in regard to charge-backs. The plaintiff brought other antitrust claims in regard to MasterCard’s “Competitive Programs Policy,” “Cross-Border Acquiring Rules,” and “Internet Merchant Qualification Mandates.” The court ruled that Paycom had no standing to bring antitrust claims relating to any of these policies. Specifically regarding the CPP claim, the Judge ruled that in addition to the lack of standing on its antitrust theory, plaintiffs’ damages are “highly speculative” because in order to determine plaintiff’s damages, a court would first have to determine, for example, how many additional fraudulent transactions on any other payment network would have occurred if the “CPP” did not exist.

Morgan Stanley Board Okays Discover Spin-Off

As the heat continues on its CEO, Morgan Stanley’s board late yesterday gave management the green light to the pursuit of a spin-off of Discover Financial Services. The move could produce a business with a market value between $10 billion and $15 billion. Three weeks ago, Morgan Stanley reported that Discover Financial Services posted a record $380 million in pre-tax profits for the quarter ending February 28th, compared to $365 million for the year-ago quarter. While managed outstandings rose slightly from year ago levels, other card metrics such as charge-offs and delinquency improved sharply. Morgan Stanley’s CEO said the rationale for this action is to maximize the shareholder value in the Discover Card division, and allow management of that business to capitalize on the momentum, both in performance and in the opportunities opening up in the payments market, and to further intensify focus on the high return growth opportunities within the integrated securities businesses. MS also noted that Discover has unique opportunities to capitalize on market developments as a result of a Supreme Court decision in November allowing Discover for the first time to work with other financial institutions to grow its network in the USA. Since the Court’s decision, Discover acquired the PULSE debit network and announced a partnership with GE Consumer Credit to issue a Walmart card and a Sam’s Club card on the Discover network.

Additionally, CBA will market the CashTech.Card, a MasterCard stored-value card issued by MetaBank. Copeland, Burtnick & Associates Ltd. Dallas-based Alliance Data Systems has signed a seven-year agreement with catalog and Web retailer Hanover Direct to provide a fully integrated private label credit card and co-brand bankcard solution. Hanover Direct, Inc. catalog and Internet portfolio of home fashions, apparel and gift brands include Domestications, The Company Store, Company Kids, Silhouettes, International Male, Undergear and Scandia Down with sales in excess of $400 million. Alliance Data Systems is a leading provider of transaction services, credit services and marketing services and manages approximately 95 million consumer relationships.
