ID Watchdog Partners with InComm Prepaid

Consumer identity protection service ID Watchdog has partnered with prepaid provider InComm.
Plans for the partnership include the mass distribution to the retail industry of the first and only identity theft service offered on a stored value card. ID Watchdog’s retail product, the “IDCheck,” utilizes ID Watchdog’s patent-pending technology to immediately identify whether a consumer has a pre-existing identity theft condition, and outlines recommended next steps based on the report. InComm will work with retailers to offer ID Watchdog’s new IDCheck at a low price point, with special offers to upgrade consumers to its flagship monthly monitoring service.

Heartland Payment Settles Consumer Lawsuits

Heartland Payment Systems has entered into an agreement to settle
consumer cardholder class actions from the criminal breach of its
payment system announced on January 20, 2009. Terms stipulate Heartland
will pay a minimum of $1 million and up to a maximum of $2.4 million to
class members who submit valid claims for losses as a result of the
intrusion, resolving all actions and proceedings against Heartland in
relation to the intrusion by all persons concerned between December 6,
2007 and December 31, 2008. Heartland will also pay all costs associated
with the administration of the settlement, including up to $1.5 million
for the cost of notice to the settling class, and pay up to $760,000 of
the attorneys’ fees and costs. The settlement is subject to court
approval and other terms. Last week, Heartland Payment Systems has
agreed to pay American Express $3.6 million related to the 2008 criminal

First Real Gold Card is Set to Launch

The “Gold Bullion Credit Card” is being introduced. It is the first Visa or MasterCard to be backed by gold bullion or gold bullion coins. It is a product of Gold Solutions Marketing and TransMedia. TransMedia will publicize how gold coins and bullion held as collateral for accounts will be stored at Delaware Depository Service Company, where deposits are insured by Lloyds of London. TransMedia will also incorporate CardWorks into their campaigns as the entity responsible for customer service, including registration, customer contact and all pertinent servicing for the portfolio. Gold Solutions is finalizing the issuing bank selection and launch dates.

BNY Mellon to Integrate MasterCard Payment Gateway

BNY Mellon Treasury Services and MasterCard Worldwide have announced that BNY Mellon will be integrating the “MasterCard Payment
Gateway” into its suite of payment solutions for corporate clients. Complementing the ACH, wire transfer and check payment services already

BNY Mellon to expand how it addresses its corporate customers’ needs
across a broad set of spend categories and large value payments.
Integration of the Gateway is scheduled for completion by the end of
this year. First introduced in October 2007, the MasterCard Payment Gateway is a
flexible enterprise-wide payment processing platform for routing
commercial payments between buyers, suppliers and their financial
institutions. Providing a comprehensive, end-to-end, modular solution
that offers several key features, including buyer-initiated P-Card
straight through processing, the platform significantly enhances
security and control for financial institutions and their corporate
customers. Other features include single interface (“one stop shop”) for
all payment processing needs for both buyers and suppliers; user
interface/Web portal for payment status and reporting; end-user
integration (with current ERP/AP systems) for buyers; and remittance
information regardless of payment type for suppliers.

Vesta Corporation Deploys NetSpend Online Reloading

OR-based e-payment provider Vesta Corporation has rolled a new online reloading service for NetSpend’s prepaid cards.Vesta’s program includes an innovative gifting feature that allows a customer to invite friends and family to contribute to a prepaid
account. Invitations are delivered by email and include a link to begin
the reload process. If desired, contributors can set up an account to
expedite future reloads, further simplifying these person-to-person
payments. Vesta’s technology includes proprietary account verification and risk
management practices that enable the provider to fully fraud-indemnify
NetSpend from any costs resulting from fraudulent transactions. In
addition, Vesta brings full PCI Data Security Standard (PCI
DSS)-compliant payment processing to Web reloads. NetSpend cardholders can now add up to $250 to their prepaid debit cards
from any bank debit card. Unlike other online reload services, new funds
are added in real-time to the cardholder’s account, making funds
immediately available.

ACS Launches Benefit Program, Saves $20MM/Y

Affiliated Computer Services has launched a electronic benefit transfer program for California that has a planned cost avoidance of more than $20 million dollars annually The state’s EBT program, one of the largest in the nation, allows 1.3 million Californians to receive benefits from a number of public assistance programs on the “Golden State Advantage” card. The card can be used at more than 21,000 retailer locations or 50,000 ATMs, increasing convenience and security for recipients while reducing costs for the state. ACS recently implemented the program for the state as part of a seven-year contract, which includes three optional one-year extensions.
Benefits included in the program are food assistance, both the federal Supplemental Nutrition Assistance Program (SNAP) and the California Food Assistance Program, and cash benefit programs such as California Work Opportunity and Responsibility to Kids (CalWORKs), Refugee Cash Assistance, General Assistance/General Relief, and Cash Assistance Program for Immigrants. ACS services under the contract include transaction processing, data center services, training of state and county staff, reconciliation and settlement, and reporting. Alternative payment provider mPayy has released a free Android app to
make P2P payments.
All mPayy Personal and Business accounts may use the Android application
to make and receive person-to-person payments, track activity, and
withdraw funds from their mPayy accounts to linked bank accounts. Small
business account holders are also able to issue refunds for any sale
through the application, even if it occurred on their website.
Once members open Small Business accounts, they will be able to generate
their own API key to unlock mPayy’s payment services, and add secure
debit payments to their online or mobile websites and applications. API
keys may be used to authorize one-time or recurring billing subscription
payments. Merchants can receive mPayy members’ shipping information to
fulfill orders conducted through its online & mobile payments service.
mPayy members without bank accounts can receive funds into free, no fee,
Stored Value accounts. These funds can be easily budgeted and used to

CashEdge Inks Two Banks for POPmoney

CashEdge “Intelligent Money Movement” services has made available its
“POPmoney” email and mobile person-to-person (P2P) payments service
through two U.S. banks. Five additional financial institutions have
signed on to launch the service in early 2010. “POPmoney” email and
mobile payments service allows bank customers to send an electronic
payment directly from their online or mobile banking service, using the
recipient’s email address, mobile phone number or bank account
information. Customers of participating banks can access POPmoney
through their bank’s online banking or at POPmoney.com.

Robocalls are Not Universally Rejected

Despite negative perceptions of robocalls, 96% find an automated phone
call or message to confirm their doctor’s appointment, notify them about
a package ready for pick up or to pay a credit card bill beneficial,
compared to only 10% when regarding a generic message about a political
campaign or mortgage refinance offer. Sixty-three percent of digital
natives, those between 18 and 34 years old, consider reminders to pay
credit card bills to be at least somewhat beneficial, compared to only
25% of those over 55, 76% of whom are very or extremely likely to hang
up on a caller they don’t know, compared to only 53% of former.
Additional findings, according to a study conducted by Harris
Interactive and sponsored by the Varolii Corporation, shows 21% of 18 to
34-year-olds would find auto political calls beneficial vs. 8% of those
over 55 and 11% of 35 to 44-year-olds. Additional research by Forester,
however, shows nearly 35% of online adults are inundated by more than 50
messages on any given day and more than 75% would hang up on a caller if
they considered the information not relevant or important to them–83%
of those over 55.
